Request for Qualifications
The Kansas Department of Transportation (KDOT) will release a Request for Qualifications (RFQ) on Thursday, October 14, 2021, for the US-69 Modernization and Expansion design-build project. The RFQ will be available on Bid Express.
Prospective design-build teams must submit their Statement of Qualifications (SOQ) by 2:00 p.m. CST Wednesday, November 17, 2021. The SOQ presents, in general terms, the design-build teams’ qualifications for the project. KDOT will evaluate the SOQs and announce the shortlisted teams by Friday, December 10, 2021.
KDOT will use a two-step process to select a design-build team. This RFQ to solicit SOQs is the first step KDOT will use to evaluate which teams are most qualified to successfully deliver the project. KDOT will shortlist up to four teams based on the SOQs. The second step, a Request for Proposals (RFP), is anticipated to be released by KDOT on Tuesday, February 15, 2022, to the shortlisted teams. It is anticipated that KDOT will evaluate proposals from shortlisted teams submitted on Thursday, June 30, 2022, and select a winning team on Friday, July 29, 2022.
The US-69 Modernization and Expansion project has received local and state approval to move forward as Kansas’ first Express Toll Lane project. The project limits extend along US-69 in Johnson County from 103rd Street on the north end to 151st Street on the south end and includes the expansion of US-69 to six lanes.
